Here is our answer:

It’s what remains of a pre-health and safety item of playground furniture.   It’s in the grounds of the former girls’ home at Tenterfield and presumably for their use.   It may be a witch’s hat or even ‘the giant stride’.  In any case, a great opportunity to fracture a leg or sneck a finger!
